India ranks 177 out of 180 in the Environmental Performance Index. It is a cause of worry that we have slipped 36 places in just a matter of 2 years since 2016. It is imperative we ‘Say NO TO EIA Dilutions’ that are detrimental to Environmental Protection impacting lives and livelihood of people and against the preamble of the Environmental Protection Act 1986.

A 177th ranked India (out of 180) in the Environmental Performance Index has proposed a draft Environmental Impact Assessment (EIA) 2020 that encourages further pollution with diluted regulations over industrial and development practices. In this age of high pollution levels in our cities, we need to demand to strengthen the EIA2006 Notification instead of allowing more than 30 conditions that would dilute the notification for over 25 toxic industries.
Exercise your right to demand a stronger environmental and social regulation through a stronger EIA2020!

The EIA draft 2020 compromises citizens ‘ right to freedom of expression, to aid ease of doing business. Starting from a toxic industry in your backyard to a 70m wide highway through wildlife zones the EIA 2020 Draft legitimizes what is illegal today. When 43 critically polluted industrial clusters are published in India, the draft EIA2020 gives easier permission for more, thus pushing our children to live their lives inside a toxic soup!

According to the World Air quality report, 6 out of 10 world’s most polluted cities are in India. New Delhi has the worst air pollution of any capital city.
EIA 2020 draft with more than 25 “red” and “orange” toxic industries exempted from Public Consultation and Expert Appraisal approval will mean we are okay with “business as usual” scenario of creating toxic conditions that kill 1.25 million people in India every year.
Can we ensure our children are given the basic right to breathe clean air and drink clean water?

Exercise your right to Say NO dilution of EIA through the draft EIA2020.

Mixed Waste to Energy incineration plants is capable of belching out carcinogenic compounds that are hazardous to public health.
Imagine having these massive waste to energy plants right in your backyard or 0 km from wildlife sanctuary putting both people and wild animals at risk.
Do we want to risk our children’s health by diluting EIA?

Expansion of existing Waste to Energy plants do not need public consultation.
S26 of the EIA draft 2020 needs to be scrapped for ensuring EIA is strengthened.
Ensuring cleaner air and cleaner water for our children should be the true investment that we make today.

Despite objections by MP’s the MoEFCC, in connivance with Karnataka Government, reduced the Bannerghatta eco-sensitive zone by 100 sq km.
This was basically done to allow property developers and quarry operators to thrive, as they had done in the past when ESZ wasn’t even thought about.
If the MoEFCC goes ahead with the EIA amendment, more quarries and apartments will cause irreparable damage to the Bannerghatta national park ecosystem.
Man-elephant conflicts will escalate if animal corridors are decimated.
Reduction in ESZ and dilution of the EIA will have a double-whammy effect on man, animal, and ecosystem.

We need to say “No” to any amendments to the EIA.

Forests are “mother of our rivers” – Jungle Nadi Ki Maa. In less than two decades since the millennium, forest lands 4 times the size of Goa have been diverted for various infrastructure projects in India.

The pandemic Covid19 has provided us some very valuable life lessons on how a virus could put entire societies to a complete standstill. Forest land diversions mean more destruction of lakhs of old-growth grandmother trees that are home to a large diversity of species big and small.
Say no to EIA dilution that causes more forest land diversions that would trigger zoonotic diseases.

According to the MoEF data, 655 elephants were killed between 2009-10 and 2016-17, which is one every 4 days.
Killer roads and railways contribute to these deaths apart from human-animal conflict issues.
By allowing 70m wide highways up to 100km without public consultation, the EIA2020 draft is triggering more elephant deaths and human-elephant conflicts in the country.

Vedanthangal in Tamizh means “hamlet of the hunter”. It is one of the oldest water sanctuaries in India and has been enjoying legal protection since 1798 by the Collector of Chengalpet under the British regime. This legal protection was the result of the effort by local paddy farmers who asked for the protection of the birds. They knew that nitrogen- and phosphorus-rich bird droppings nourished the surrounding paddy fields. Even today 250-acre farmlands benefit from this Sanctuary for their natural fertilizer needs. A floating sanctuary with a compact freshwater grove of Barringtonia acutangulata support over 20,000 migratory birds per season. Over 115 bird species are found in this 30 Ha wetland.
Won’t allowing Sunpharma to expand into this Sanctuary mean contamination of its nutrient-rich water by the strong chemicals from these pharma?
Aren’t we risking the birds by trading it’s habitat and exposing the paddy growers/consumers to chemicals?

Dehing Patkai, a wildlife sanctuary, is India’s largest stretch of the tropical lowland rainforest ecosystem. It’s home to the Bengal Tigers, Asiatic Elephants, Gibbons, Leopard Cats, and many such rare species of wildlife. The region also hosts 100+ species of wild orchids nowhere seen in India.
North East Coal Field (NECF), a subsidiary of Coal India Limited, a government company, continued mining for coal in different pockets of Dehing Patkai despite their mining license expiry in 2003. Even though the Assam Forest Department slapped a fine of Rs. 43.25 crores, National Board for Wildlife, under the chairmanship of the Prime Minister, granted approval to NECF through video conferencing, abandoning the Public Trust Doctrine and acting in the sole interest of the industries.
If the proposed EIA2020 draft is notified, the environmental clearance offered to NECF will permit the exploiting of the rainforests in Assam for a period of 50 years, encouraging more illegal rat-hole mining that is already in existence in the region.
As citizens with the constitutional right to demand a better quality of life, we also have the right to reject such laws that legalize environmental crimes against humanity!

NH4A widening from Belagavi (Karnataka) to Panjim (Goa) has costed us 1 lakh plus trees in thick evergreen forests of Western Ghats in Karnataka. This illegal felling was done by bypassing the need for environment clearance by showing the total length of road as 84km in Karnataka, while the actual distance is 153km from Belgavi to Panjim.
By allowing road widening of less than 100km in length and upto 70m width (10-12 lane highways), we are triggering landslides in these fragile ghats and hill districts. Any such road widening through forests and hilly terrain above 500msl should have mandatory prior Environmental Clearance and Public Consultation.

Kerala has seen some of the worst landslides in 2018 and 2019 where two villages Kavalappara and Puthumala were buried alive with scores losing their lives and hundreds turning homeless. There were 12 illegal quarries operating in a 10km radius of Kavalappara where the disaster struck. Over 1200 locations in Kerala have been marked landslide-prone.
Inspite of mapping landslide-prone zones on eco-sensitive areas, there is no respite for these illegal quarries that trigger massive landslides. EIA2020 draft legalizes such less than 5Ha quarries without public consultation. Are we heading for more landslides?

A 4100 Sq.Km. hill district of Kodagu will be ripped apart with 7 highway widening and 2 Railway line projects, apart from real estate development. The lakhs of trees that will be felled by these projects will mean the ecology that sustains river Kaveri, coffee and pepper production in the region will be lost forever.

Kodagu has also seen unprecedented landslides and floods in the past two years and most of the landslides were caused by unscientific road widening through steep hills. With deforestation being a major source of pandemic outbreaks, should we put the lives and livelihoods of 5.5 lakh resident population for the benefit of a few money-grubbers?

India is a country that treats its rivers as Goddess. We worship its origins in Cauvery and in Ganga. Our culture has deep-rooted regard for these natural systems that sustain life.
Allowing sand mining without EIA and Public Consultation is a clear disregard for this long tradition of worshipping our rivers to enable “ease of doing business” for greedy contractors. Floods are the aftermath of this greed that makes the river susceptible to carrying the land that supports its dynamic course.

The impact of roads on forests is devastating in terms of habitat destruction. Opening in the canopy attracts the proliferation of invasive species that will only increase manifold by wider roads. With gaps as wide as 70m in the tree cover, arboreal animals are at constant risk. Along with it, these solutions have huge impact on the nearby landscapes in terms of mining for its material, light, noise and air pollution, and fragmented landscape. We must demand to stop all road widening through forests to ensure pandemics like COVID-19 are not triggered by habitat destruction and deforestation.

The CAG report of Dec 2019 talks about how coal mines were flouting environmental norms with only 60% even having basic air monitoring stations. In one case, the Sewage Treatment Plant installed at Lakhanpur mines of Mahanadi Coal India Ltd was inoperative since 2008 for 10 years!

No wonder such disregard has resulted in India as a nation slipping 36 places on Environmental Performance Index (EPI) in just a matter of 2 years between 2016 and 2018.

As high as 98% of children under the age of 5 years in low and middle-income communities in India are exposed to toxic air. Over 1 lakh children of the same age died because of air pollution in 2016.
With the recent coal block allocation urgency, are we heading towards exposing our future generations to more diseases and deaths?

The proposed Environmental Impact Assessment 2020 has moved 25 red and orange category toxic industries into category B2, which exempts these industries from strict environmental regulations, exempts from going through a public consultation procedure and exempts from requiring an Expert Appraisal Committee (EAC) approval.

The proposed draft also gives clearance and permission to highly polluting industries like coal mining for up to 50 years and asks ALL industries to report environmental compliance by themselves once a year instead of twice a year.

Such dilutions will not just kill present generations but will threaten the coming generations too.
